AdBlock Plus is one of the most used extensions on that is available on leading web browsers. They have answered the question by saying that there is a free of cost whitelisting service for small blogs and websites. AdBlock claims that it is not easy to manage the white-list and lot of efforts are required to deal with it. So, AdBlock allows some big companies (Google?) that offer nonintrusive ads to show ads and lists them as Acceptable Ads.
Advertisers like Google would definitely want their ads to reach out to wider audience beyond AdBlock Plus. So, it is quite evident that advertisers are willing to pay hefty amount to display their ads to relevant audience. However, this raises question that if any advertiser manages to pay huge money, would they show up their ads too?
There is no information on how much Google might be paying AdBlock for including their ads in the acceptable ads list. If you happen to view the exception list, you would see names of popular companies like Reddit, eHow, Livestrong and Amazon to name a few. Other advertisers are making use of Google AdSense ads which is listed as acceptable ads by AdBlock. Facebook, Yahoo and Bing are not the white-list.
